Improving the efficiency with which energy is consumed by end-users is a central theme of energy policy within the European Community, since improved energy efficiency meets all three goals of energy policy, namely security of supply, competitiveness and protection of the environment. This is emphasised in the Commission’s Green Paper Towards a European Strategy for the Security of Energy Supply which highlights the central role of energy efficiency for increasing the security of supply and reducing greenhouse gas emissions. This concept is further developed in the recent European Climate Change Programme which highlights the large cost-effective potential for improving energy efficiency of end-use equipment.
